I want to do the Crime Scene Chemistry—The Cool Blue Light of Luminol experiment. However, one of the materials listed is perborate mixture which is banned at my school. Is there any substitute that I can use?

You could use hydrogen peroxide as the oxidizing agent. As explained in the project background section the sodium perborate forms hydrogen peroxide when dissolved in water. So you could directly add hydrogen peroxide instead of using the perborate. If you make this substitution you'll need to research the appropriate formulation of your luminol solution. One example is discussed here:

You may want to check with your school to be sure that you can use hydrogen peroxide before moving ahead with this project.
