This is an advanced project at Science Buddies. If you review the procedure, you will see that you are gathering quantitative data as part of the procedure. (You are then guided in analyzing that data as part of the project to draw your conclusions.)

Does this mean that I cannot measure qualitative data?
My hypothesis is: “If the concentration of oxygen is increased, then the speed at which the hand warmers heat up will increase.”

Just out of curiosity, what "qualitative" data are you trying to measure?
Qualitative Data are typically subjective and collected from sensory information and / or a person's personal opinion. (For example, this rose is RED)

In this particular experiment, there wasn't any Qualitative listed in the procedure that I can find. Was there something else that you wanted to measure in addition to what was listed in the experiment?
