Microbial Fuel Cell for Soil - Water??

Good day guys! I was doing a research study for microbial fuel cell for soil. My partner and I are already done with the experimentation, however we can't answer one question and it is "What was the use of the water for the soil before mixing?" What does it exactly do? I read from somewhere that it prevents diffusion of ions between the electrodes. Not sure how this is it though. Any kind of help will be appreciated. Thanks!
