Apologies for the late reply, I hope your project is going/has gone well. Science Fair titles are often a catchy phrase followed by a simple explanation of the project. A good idea for your project might be "Ice Cold: The Freezing Rate of Hot vs. Cold Water". Another idea would be to turn your question into a title like "The Effect of Temperature on Rate of Freezing".
