GAL4/UAS in Drosophilia Melanogaster

I am trying to use the GAL4 -UAS transcription system to express GFP in neurons of fruitflies. For this purpose I have crossed homozygous viable elav-GAL4 males with homozygous viable UAS-GFP females. But when I observed 3rd instar larvae under fluorescence microscope I could observe the green fluorescing brain in only a few larvae and not all. What can be the reason for this observation?
