What to Include in Procedure
We are building an Archimedes Screw Pump and measuring the number of turns required to move a specified amount of fluid from a lower reservoir to an upper reservoir. We want to know if the procedure portion of our Research Plan should include step-by-step details of how to construct the screw pump or if it is ok to just give a general description of how we built it and save the step-by-step detail for the actual experiment?

My suggestion is to give details of your pump construction in the experimental section of your final report. Some guidelines for your final report are available here:
