I found a game called the great flu game.
It gives you a 2 billion dollar budget for various flu prevention acts from the government.
What is the scientific basis and can this be used for science fair (i.e. Which government prevention act is most effective)?

I would suggest not using a game for a science fair project, because as you point out, there may be no real scientific basis for the decisions in the game (I don't know, not being familiar with the game). However, Science Buddies has a great project about the flu: https://www.sciencebuddies.org/science- ... p003.shtml that you could probably adapt for looking at the novel H1N1 virus that's going around right now.
