This is my first science fair project and I'm a little confused about how to come up with a question for my project. The idea I chose is from the sciencebuddies.org website called Candy Chromatography: What makes those colors? Would this be the question that I would use for my project or do I have to come up with my own project question about candy chromatography? Can someone please help me to understand this?

You should really decide your question on your own. Before starting I would read through the Science Buddies Project Guide, particularly the pages on Your Question. The Project Guide link is:

Can you state why you want to do tjis project. If you can answer what you want to know after doing this project, you have your question. Your hypothesis is just your best guess of what the answer to your question will turn out to be. Your guess need not turn out to be correct, and in many cases will turn out to be wrong - that is entirely OK, but it gives you a starting point to plan your experiment.
A science fair project can be an exciting and interesting activity. Have fun with it!
