Yes, the device in the YouTube video demonstrates the basic principle of a space ion engine. Given that it operates in the normal atmosphere, some characteristics are different.
The project mentioned at Science Buddies covers only the numerical simulation provided by NASA. You could certainly build something like the device shown in the video. You could make a worthy science project out of it if you make definite measurements rather than just blowing a paper ribbon. I would suggest comparing the input electrical power to the output mechanical power. I am sure that only a small part of the power comes out as thrust, so finding where the rest of the power goes and how you could optimize the engine begins to provide some real science and technology interest.
Such a device requires a very high-voltage power supply. That supply will be very dangerous, and it could be
