Point of location and the speed

Got a puzzle which I need help, please.

Which city is closer. (Manchester or Leeds) from someone living near Leeds it will be the Leeds. Will distance = speed x time work in that? But what if your traveling at the speed of light. So if there is a sunrise which city will the Sun light reach first. place?

Is there a simple equation to help understand and explain to someone else?

If you are doing a science project and need help, please tell us more details about your experiment, including your hypotheses and how you plan to conduct an experiment to test your hypotheses.
