Help with rubber band car?

Help with rubber band car?

My son needs to design and build a car that can be powered by 1 or more rubber bands. He has no idea how to do this and I have no clue how to help him.
We have tried researching it online but all we come up with are kits to buy, which is against the rules. The car can not be built from a kit.
Can anyone help?
The only guidelines he has been given is that it must not contain rubber tubing or bungee cords, it must have at least 3 wheels, it must travel at least 3 meters and must be no larger than 2 cubic feet.
