I love the idea because I'm interested in learning HTML/JavaScript and I'm pretty good with computers but I don't know what I can test with it. I can do the project and it would be interesting to see if I could construct the converter but what would be my "question" or "hypothesis" I would need to PROVE something, right? Any suggestions? Thanks for your time and please respond asap.

Programming/writing code is solving a computational problem, which is similar to solving an engineering problem. The difference between scientific and engineering/programming problems and methods and how to do the respective projects is explained very elaborately at:
