Materials state that there is a resistor required, but it is not in the procedure. Where does the resistor fit into the procedure.
I am not getting a good reading and have secured and tried every other trouble shooting trick.

Hi - The resistor is included in the kit. It is not used in the procedure. It is used for troubleshooting - if you think you have blown a fuse.
There are steps to test using the resistor down in the FAQ on the page (question: How can I tell if I blew the fuse in my multimeter?).
There are a number of other troubleshooting steps there, too.
