What conditions are necessary to stop all wind everywhere in the Earth's atmosphere?

Two extremes would accomplish this; a complete loss of atmosphere due to evaporation, say due to the sun expanding into a red giant, or the complete absence of energy, that is, cooling the planet to absolute zero. The former will eventually happen in 5 to 6 billion years, the latter is not so likely.
