Help with milliVolt

When I switch my (DigiTech) multimeter dial to milliVolts, the reading fluctuates quite wildly, and only reads zero when I touch the probes together. All other functions appear to behave normally. Is it normal or is it a faulty meter, and how can I use it to measure milliVolts when I need to? Thank you for your help. I am just learning.

Hello,
